Zakat and sadaqah as instruments of charity occupy a central position in the Islamic scheme of poverty alleviation. Zakat is the third among five pillars of Islam and payment of zakat is an obligation on the wealth of every Muslim based on clear-cut criteria. Zakat has been variously described by scholars as a tool of redistribution of income, a tool of public finance, and of course, as a mechanism of development and poverty alleviation. Rules of Shariah are fairly clear and elaborate in defining the nature of who are liable to pay and who may benefit from zakat. The poor and the destitute belong to the first and the foremost category of potential beneficiaries.
Managing zakat for alleviation of poverty, however, involves many challenges. Institutions that rely on zakat and sadaqa as their primary source of funding must address the issue of sustainability. This is possible only if they are perceived as highly credible institutions. A sustained flow of zakat funds demands high degrees of integrity, transparency and professionalism in the management of funds.
Given the above, there is an institutional need for adequately trained professionals and managers well-versed in the Shariah aspects of zakat as well as in scientific techniques of management of charity-based and not-for-profit institutions. The Sadaqa Academy has embarked on this ambitious program to develop a cadre of Certified Amil Zakat (CeAZ) or zakat professionals to address the challenge of human resource development for the Islamic charity-based and not-for-profit organizations.
The Program has the following structure. It has six compulsory module spread over a period of 12 weeks and one optional module of four weeks duration.
